Spill Prevention Control and Countermeasures
The University of Minnesota is subject to federal and state environmental regulations governing the safe storage of petroleum and hazardous liquids across all campuses. These requirements include the U.S. EPA’s Spill Prevention, Control, and Countermeasure (SPCC) Rule for Aboveground Storage Tanks (ASTs) and containers and rules set by the Minnesota Pollution Control Agency (MPCA) for both ASTs and Underground Storage Tanks (USTs).
An SPCC Plan is required for any facility with an aggregate aboveground oil storage capacity of1,320 gallons or greater (considering tanks and containers 55 gallons or greater). This requirement is currently applicable to the following University of Minnesota campuses and research centers:
UMTC, UMD, UMM/WCROC, UMC/NWROC, SROC, and the NOvA Far Detector Building.
Health, Safety, and Risk Management (HSRM) Environmental Compliance staff work directly with staff responsible for regulated assets across the enterprise to ensure compliance with federal and state requirements.
